he had several surgeries on his leg after he is hit by shrapnel by one of the bombs that went off at the boston marathon. he has shown great progress. only an i.v. left. off his breathing tube, alert and talking. a's first baseman, brandan moss and right fielder, josh reddick, and the batting coach hope to see him by his hospital bed. brandan moss said, i'm excited to meet him. i can only imagine what he has gone by. last week, first lady, michelle obama, dropped by, chatting with the family for a while. at martinez junior high school, classmates and friends recorded a video last week, a get well video shouting out encouraging words at the top of their lungs. his name over and over again, aaron, aaron, aaron.

could be here for quite some time. good morning. >> reporter: good morning, jon. because there is no end in sight to these automatic budget cuts, not until congress, and/or the president acts. the sequestration did force the faa to cut more than $600 million from its budget. got to make up for the money somehow. what it is going to be doing is furloughing some of the country's 15,000 air traffic controllers. specifically, they are going to ask them to take one day off every two weeks through september. airports will have to delay their takeoff so that the short staff controlled towers don't get overwhelmed trying to land those planes. the airports feeling the brunt are going to be the ones in new york, d.c. and chicago's o'hare. in chicago, they might have to shut down one of their two control towers. as you can imagine, what impacts the east coast and midwest certainly trickles down out here to the west coast.

sfo, the federal government saying, they could see delays of up to 90 minutes. one of the terminals had not seen any delays, nothing significant or out of the ordinary for a monday morning. definitely nothing in a 90-minute range. but, again, it is early in the day. yesterday was actually when this went into effect. that was a sunday, wasn't much impact. the airlines and the pilot's unions do not want this to happen. they went to court on friday sk asking a judge to stop these automatic budget cuts saying this is going to cause a huge snarl in the air traffic system. reporting live, bob redell, "today in the bay." >> bob, thank you very much. >> let's see if the skies are pretty clear out there. meteorologist, rob mayeda, is in for christina. >> speak of that, mostly clear over san jose.

a nice pretty sunrise. no fog. clear skies. temperatures before sunrise, the coolest we will see for the rest of the day. mid-50s for most of the bay area. fairfield, 62 degrees. the absence of our sea breeze, our ocean air-conditioning that's going to allow our temperatures to climb on up. we will be mainly cloudfree throughout the day, not just inland valleys but even out to the coast. slight offshore push will mean like places like san francisco, mid to upper 70s around noon. 80s in the valleys by 12:00. our inland spots will have a chance at low 90s, tri-valley, and around san rafael. starts to cool off, san francisco into oakland by 3:00, 4:00. a couple of days of summerlike weather. temperatures drop back to near normal as we head towards

. . . a boston transit police officer wounded in the shootout with the marathon bombing suspect in critical but stable condition this morning. 33-year-old richard donahue still on a breathing machine but good news here. doctors say he is expected to make a full recovery. investigators now say they know the exact origin of the texas fertilizer explosion. they are not saying what

triggered it. residents in west texas continued to return to their homes. 14 people were killed, another 200 hurt in wednesday's blast. boeing one step closer to finally getting its troubled 787 dreamliner fleet back up into the air including flights from san jose man net ta international airports. they started replacing the batteries on the grounded plains. finally approving a package of detailed design changes including retrofitting planes with an enhanced lithium battery problems. that led to a series of in-flight issues including a fire on one of those planes. >> can they come up with something more interesting than the iphone 5? >> don't expect apple to spill any secrets. a hit or two couldn't hurt. >> apple has been on a slow slide for weeks now.

investors would like to get a little. a little something that seas we are still the innovative company that everybody loves so much. apple reports its profit on tuesday. they no doubt will report that they made suitcases full of cash. some small hint ahead could help the stock more than anything else. that appears to indicate apple has sent millions of iphone 5s back to the manufacturer. it appears, because i can't read chinese. that's what translations of the newspaper website says. the problems with the phones, mostly cosmetic. google chairman, eric schmitt, has written a book called the new digital age. it will reportedly include a count of his trip to north korea. orbital sciences launched a rocket over the weekend. they have a bit of an advantage. they have been making missiles

for years. the rocket didn't go to the station. it was just a test. jon and laura, over the weekend, i got a chance to host the tech challenge award where kids create an invention to solve a problem. very involved. this year, more than 3500 kids participated. i handed out awards for elementary school. scott budman did the same for junior high. at the elementary level, friends school won top honors. my favorite award went to kip summit academy. they had the biggest failure of all of the experiments. i told those kids, there is nothing more important in silicon valley, because if you are not failing, you are not trying hard enough. does that make sense? you are not reaching. so thomas edison, fail, failed, failed. >> good deal. that means you are pushing the limit. >> good look, scott. i like that a lot. 6:16. hey, do we need to remind you? today is earth day.

up as early as 9:00 and 10:00 this morning. morning t-shirt weather what we are talking about around the bay area. look at san francisco, fog free. the flag not moving around much at all. light winds. a slight offshore breeze. dry air being pushed out to the coast and our temperatures this morning pretty mild when you consider this is the time of day when you see the coolest temperatures waking up to mid and upper 50s for most areas. 62 degrees in fairfield right now. not much of a sea breeze throughout the day until about 3:00, 4:00. the heating inland will cause the air to rise up and turn on the air-conditioning right around 3:00, 4:00 this afternoon. in the meantime, air quality taking a little bit of a hit due to the fact we have got light winds. moderate for the east bay valleys. around san jose. moderate for the low zone. temperatures, very close to records if we can manage low 90s for the inland valleys. that should get very close to

record-breaking territory. widespread relief is going to hold off until the middle part of the week as the low clouds start to come back and we see our temperatures drop off. mostly sunny skies. hour by hour from morning through the afternoon, even out to the beaches today. we are switching hour by hour. no low clouds or any high clouds getting through the ridge of high pressure. if you want to beat the heat, heading out to the coast looks pretty good. 70s around pacifica and half moon bay. warmest spot to santa cruz, low to mid-80s around the boardwalk. you are going to be using the air-conditioning at times. 80, to low 90s around san jose. from pleasanton to sunol. upper 80s around the 680 corridor. san francisco, should hit 78 by noon. we could have 80s before that

declared invalid. a big-time hollywood star seen by many as a role model is facing charges after an angry outburst directed at police near atlanta. today, a hearing is set for reese witherspoon and her hollywood husband, agent, jim todd. witherspoon accused of disorderly conduct. a police officer says she disobeyed orders to stay inside of the car while he performed a sobriety test on her husband, now facing dui charges. witherspoon asked the officer, do you know my name? you are about to find out who i am, you are going to be on national news? i guess she was kind of right. the officer said witherspoon began to hang out the window and say, that she didn't believe i was a real police officer. for her part, witherspoon its apologizing saying i clearly had one drink too many. i am deeply embare raced about

marathon. federal prosecutors are preparing to file charges against 19-year-old dzhokhar tsarnaev. we are told he is writing down answers to some police questions and now lawmakers at capitol hill are pushing to declare the suspect an enemy combatant. he could be questioned without a lawyer and other protechs of the u.s. criminal justice system. tracie potts joins us live on capitol hill. good morning. no questions before his miranda warnings would be admission i believe in court. prosecutors say they have plenty to convict him. keeping in mind he is a u.s. citizen with all the same rights as anymore else. dzhokhar tsarnaev is waking up answering investigators in writing. they are questioning him as an enemy combatant.

nothing. you can't ask them to do something with nothing. >> many questions about where this investigation is headed the fbi is also disputing the mother of the suspect. she says that after the bombing on monday, the fbi came back and interviewed her older son but the fbi says, that's not the case. laura? >> thank you very much for the update, tracy. new details about the wild shootout with police that left one of the bombing suspects dead and the other injured. the watertown police chief telling the boston globe that 26-year-old tamerlan tsarnaev was alive and struggling with officers. the chief says the injuries from that crash are what ultimately killed him. >> in the meantime, federal investigators are trying to speak to the wife of the suspect that died. a lawyer for katherine russell

and heal one week to the day after two bombs ripped through the boston marathon shattering the city's sense of securi. we are getting a much more in-depth look at what's next for the surviving suspect. how the city of boston is now working very hard to try to move forward. "today in the bay's" christie smith will update us on the condition. we begin with chris pollone live in boston where some areas near the blast zone remain sealed off as a crime scene. chris, good morning. >> reporter: good morning, jon. that's right, copley square, about six blocks remain closed. police and the city have announced the plan to return that to the people that live and work there, over the next week or so. we are starting to see some new information. we got a new picture from the revere, massachusetts, police department which shows the condition of that boat that the 19-year-old suspect was hiding in on friday afternoon and

evening. you may remember some of the dramatic youtube video of police opening fire on that boat. police say they found 200 shell casings out there. obviously, the boat has sustained a ton of damage when that incident went down and police went in and were able to capture that suspect. as for him, he is in the hospital this morning. the hospital just released a statement saying he remains in serious but stable condition. yesterday, police say he was in no condition to talk, specially because he has a gunshot wound to the throat. police believe that might be self-inflict, an attempt to kill himself. last night, they were able to go in. interrogators were communicating with him. he is awake and we are told he was writing answers to their questions. we don't know how fruitful that information is and how much it is getting into the real details of what the plot was and what as going on at the time.

interrogators are communicating with that suspect. as you mentioned, a time for healing in boston over the weekend. people came out to pay their respects in the copley square area leaving little gifts and mementos at a makeshift memorial which will be moved to a park in this area for people to visit once the area reopens. we expect an emotional moment this afternoon. at 2:50 local time, the city of boston and the common wealth of massachusetts will pose for one moment of silence. 2:50 is when the two bombs went off a week ago. we remember the people that died and those injured at that time. church bells throughout the region will ring out. it should be a very emotional afternoon as everybody stops to remember what happened here a week ago. >> that's the story live in boston. i'm chris pollone.

>> this rng montmorning, the mo responding to claims made by the mother of the bombing suspects. the fbi says the only communication it ever had with tamerlan tsarnaev was in an interview on the phone in 2011. she insists the fbi has been tracking her elder son for three to five years. >> i am like 100% sure that things were set up. my two sons are really innocent. i know that neither of them never, never have talked about whatever they are saying about now. >> she also says she spoke to her son tamerlan a week ago by phone after the bombings. also in boston, oakland a's aplaye players in town to visit 11-year-old aaron hern of

"today in the bay," christie smith is live with more on the visit and aaron's recovery. christi, quite a day out there. >> reporter: doctors say that aaron hern's progress. well beyond that. two players from the oakland a's baseball team planned to try and visit the 11-year-old today at his bedside at boston's children's hospital. first baseman, jason moss and right fielder, josh head dick, pl re redick plan to go in. it is a terrible thing that happened. i can only imagine what he has gone through. aaron hern was hit by shrapnel in the leg as bombs have exploded.

search boston. time to update us on the forecast as we give you a live look. san francisco, a nice bay area morning. things are going to warm up. meteorologist, rob mayeda, in for christina this morning. we don't really have the sea breeze or the low clouds. what we do have is high pressure and almost summerlike strength over the bay area. it has cleared out our skies. our morning temperatures have been plenty mild. san jose, to the south and east toward campbell. we can see clear skies there. look at fairfield inland. 57, san jose. from here, the temperatures are going to be rapidly climbing up. at times for the first half of the day, we are going to see the winds pointing towards the ocean. a slight offshore breeze warming up our temperatures.

summerlike air quality. moderate. if you have asthma, cut back on some activities today. it is going to be plenty hot outside, upper 80s and mid-90s, an all-day sea breeze cooling us off by wednesday and thursday. you can see the clearing here provided by high pressure. if you want to escape the heat, the winds basically shutting down off the ocean for the first half of the day. warm spot on the coast. if you get down to santa cruz, make the trip down. you should see the numbers in the mid-80s. one more warm day on the coast tomorrow before cooling changes arrive. 80s and low 90s from san jose south. 90s in the forecast, out past or east of 680 towards alamo and dublin and pleasanton, 80s and upper 70s around san francisco and the peninsula.

today, the warmest day of the next seven days. by mid-week, a 20-degree drop in temperatures as the sea breeze kicks on and we start to cool off approaching wednesday. we are looking over here. this is a change as well. not so severe as you might expect for a monday at this time. the north bay, southbound 101. san rafael moves very smoothly. you are at the limit into san francisco near the golden gate bridge. we will look at the map and show you the traffic flow off the golden gate bridge. they are slowing a tad bit. we are also looking at 101. the crash we are talking about at caesar chavez. the northbound side is where it was. not the southbound. now, we see the slowdown from candlestick to the scene. it has cleared from the roadway. good news. our concern, south 880. from san lorenzo down toward and

through hayward. the second crash headed toward the san mateo bridge. the tri-valley, a continued bill kicking in. 84. where everybody meets up. we will look at the palo alto side. no problems for 101 through 280 through the area. there is a crash still there, south 280 as you head through hillsboro. keep that in mind. i'll send it back to you. a $5,000 reward being offered in a mugging and shooting case. saturday night, a couple was walking on manila avenue when somebody tried to rob them at gunpoint. police say the suspect ended up shooting the man right in the shoulder and then he took off without any of the couple's belongings. the victim expected to recover. no word on what the gunman looked like. 6:54 in san jose. police are still searching for the person who fired several shots into a car full of people early sunday morning at the

fiesta nightclub on monterrey highway. police are investigating the possibility that an argument inside the club led to the gun fire outside. a woman accused of stealing an s uchl v with an 11-month-old girl inside. 30-year-old carla hernandez stands accused of kidnapping, childen danger. and car theft. the baby's mother said she left her daughter inside of the su uv briefly while she went back into their house to grab something. when she got back, the child and suv both were gone. they ended up finding the suv and the baby five hours later in a driveway across the town. gridlock in washington is expected to lead to gridlock in the sky. sequestration cuts are expected to hit the bay area. bob redell with more on the cuts

back east that could really slow things here in the west. >> reporter: good morning. the faa must cut more than $600 million from its budget, which means it is going to have to furlough some of its 15,000 air traffic controllers. they are forcing them to take one day off every two weeks through september. as a result, the airport will have to delay takeoffs. control towers don't get overwhelmed trying to land planes. the airport is feeling the brunt of this. that is trickling down here to the west coast. sfo, where we are at right now, to possibly see delays as much as 90 minutes. so far, we haven't seen the delays. it is still early. these cuts went into effect yesterday. there wasn't much impact then. the concern is that now that we are getting into the heavier travel days, you could start

seeing some delays. there is no end in sight until congress and the president decide to act. so it is not clear how long this will last. the airlines and pilots hope it ends soon. they have gone to a judge making argument for them to hold off the pullbacks on the number of air traffic controllers. they went and made this request on friday saying, hey, this is really going to cause a lot of problems in the sky. here it is, the case, it is quite possible it might not be until later this week. reporting live, bob redell, "today in the bay." it is 6:57 right now. the senate can vote as early as this morning to require a sales tax across the internet. >> scott mcgrew, one san jose company fighting it as best it can. >> ebay says it is against the idea saying it will hurt small businesses. it would give states the power to require online sellers to charge the sils tax as part of the trance six.
